The Regional Project Monitoring Committee (RPMC) IX conducted its 4th Quarter Field Monitoring Visit on October 3-7, 2022 on selected ongoing projects in Zamboanga del Norte. The RPMC – Project Monitoring Team (PMT) monitored a total of 15 projects of which six projects were under the Roads Leveraging Linkages of Industry and Trade (RoLL-IT) of the Department of Trade and Industry (DTI), four projects under Tourism Road Infrastructure Project (TRIP) of the Department of Tourism (DOT), and five projects under the Small Enterprise Technology Upgrading Program (SET-UP) of DOST.

The PMT is composed of representatives from NEDA IX, DBM IX, DILG IX, MinDA, and DOLE IX. Together with the team are representatives from the Provincial Planning and Development Office (PPDO) of Zamboanga del Norte, DTI IX, DOT IX and DOST IX.

All DOST SET-UP projects were properly implemented. There were minimal delays encountered on the delivery of equipment experienced from the supplier. Success stories from the SET-UP project beneficiaries were highlighted during the visit.

The construction of road projects under the RoLL-IT program of DTI and TRIP program of DOT in Zamboanga del Norte were all implemented by DPWH IX. These projects experienced delay in implementation mostly attributed to the shortage of aggregates caused by the issuance of Executive Order No. 1, series of 2022, on the temporary suspension of the operation of all commercial and industrial sand and gravel permits issued by the provincial government of Zamboanga del Norte pending the conduct of investigation, assessment and inventory of all extraction of sand, gravel aggregates, and pebbles and the environmental effects of all quarry and mining operation in the province. The unfavorable weather condition was also cited as the cause of delay in the implementation of the projects. The pre-departure meeting and exit conference were conducted at Top Plaza Hotel on October 3 and 7, 2022, respectively. These were attended by the representatives from NEDA IX, DBM IX, DILG IX, MinDA, DOLE IX, Provincial Planning and Development Office (PPDO) of Zamboanga del Norte, DTI IX, DOT IX, DOST IX, DPWH IX, DPWH ZDN 1st DEO and DPWH ZDN 3rd DEO. The initial findings and recommendations of the PMT were discussed during the exit conference.
