In preparation for the full devolution, the Regional Development Council (RDC) IX discussed Executive Order (EO) no. 138, series of 2021, or the “Full Devolution of Certain Functions of the Executive Branch to Local Government Units, Creation of Committee on Devolution, and for other Purposes” during its 173rd Regular Meeting on 10 June 2021 via Zoom Application.

EO no. 138 aims to: (a) develop capabilities of local governments to deliver basic social services and critical facilities to their constituents, increase productivity and employment, and promote local economic growth; (b) ensure accountability, competence, professionalism, and transparency of local leaders; and (c) strengthen capacities for managing public resource. Other salient features of the said EO was presented by OIC-Regional Director of Department of Budget and Management IX, Mark Louie C. Martin.

The meeting was presided by the RDC IX Chairperson and Governor of Zamboanga del Sur, Honorable Victor J. Yu. “In the midst of spiking cases, may I encourage everyone to never give in to fear, and to never waver in our commitment of delivering improved public services”, Chair Yu encouraged the members in his opening remarks.

In attendance were the Governor of Zamboanga Sibugay, Atty. Wilter Y. Palma, president of League of Municipalities of Zamboanga del Norte and Mayor of the Municipality of Liloy, Honorable Roberto Y. Uy Jr., representatives from five local government units, heads/directors and representatives of 26 regional line agencies, and 11 private sector representatives. Also, present was Jade T. Jamolod, Assistant Secretary for Mindanao Affairs of the Department of Social Welfare and Development.

During the meeting, the Council bestowed a posthumous award to the late Brenda L. Nazareth-Manzano, Undersecretary of the Department of Science and Technology and formerly regional director of DOST IX, for her support and contribution not only to the development of science and technology but also of the entire Zamboanga Peninsula.

Part of the regular agenda were the reports of sectoral and affiliate committees presented by their respective chairpersons and co-chairpersons for the appropriate action of the council.

Among the resolutions passed were the approval, endorsement, or support of the following: (a) NCCA-RDC IX webinar on Filipino culture and values in the time of pandemic; (b) one year extension of Project ConVERGE implementation; (c) adoption of house numbering system in Zamboanga Peninsula; and (d) RDC IX research and innovation online resource center.
