The Regional Development Council (RDC) IX approved the Zamboanga Peninsula Regional Development Plan (RDP) 2023-2028 through Resolution No. 111, series of 2022, which was passed during its 179th regular meeting on December 14, 2022 at Grand Astoria Hotel in Zamboanga City.
The ZamPen RDP 2023-2028 serves as the blueprint for the overall development of the region in support of the Philippine Development Plan. It is the second medium-term plan of the region towards the country’s long-term vision of AmBisyon Natin 2040. The vision seeks to lay a stronger foundation for more inclusive growth, a high-trust and resilient society, and a globally competitive knowledge economy. The RDP also aims to achieve the region’s vision of becoming “The Center of Sustainable Agri-Fishery Industry of the Philippines.”
The inputs to the ZamPen RDP 2023-2028 were generated during the seven sessions of the area and regional consultations attended by a total of 513 stakeholders in the region. The first regional consultation was held on September 7, 2022 in Pagadian City. A series of area consultations were conducted on: (1) October 25, 2022 in Pagadian City for Zamboanga del Sur; (2) October 27, 2022 in Ipil, Zamboanga Sibugay; (3) November 3, 2022 in two separate areas – in Dipolog City for Zamboanga del Norte and Isabela City; and (4) November 4, 2022 in Zamboanga City. The second regional consultation to present the integrated draft RDP 2023-2028 was held on November 16, 2022 in Pagadian City.
The specific chapters of the draft RDP were reviewed and endorsed by the concerned RDC IX sectoral committees during their fourth quarter meetings: (1) Development Administration Committee on November 17, 2022; (2) Regional Social Development Committee on November 22, 2022; (3) Economic Development Committee on November 24, 2022; (4) Infrastructure Development Committee on November 25, 2022.
The ZamPen RDP 2023-2028 was approved by RDC IX with some recommendations for its enhancement, such as, the inclusion of some strategies on creative industries and innovation. The final version of the ZamPen RDP 2023-2028 will be available at the NEDA IX website in the first quarter of 2023. This can be accessed by the RDC IX members, stakeholders, and the general public.
