The National Economic and Development Authority (NEDA) IX, as secretariat of the Regional Development Council (RDC) IX, spearheaded the orientation on the formulation of the Zamboanga Peninsula Annual Investment Program for fiscal year (FY) 2024. The orientation was conducted on July 11, 2022 via teleconference. It was attended by 209 officials and representatives of congressional district offices, local government units (LGUs), national government agencies (NGAs), regional line agencies (RLAs), and state universities and colleges (SUCs) in Region IX.

In her opening remarks, RDC IX Vice Chairperson and NEDA IX Regional Director Phlorita A. Ridao emphasized that the AIP would be aligned and supportive of the goals and objectives of the successor Philippine Development Plan (PDP) and its companion document, the Regional Development Plan (RDP) for the medium-term 2023-2028.

Updates on the implementation of the Supreme Court Ruling on Mandanas-Garcia case were reported by Mr. Giovanni O. Tabanao of the Department of Budget and Management (DBM) IX.  As of June 08, 2022, about 18 NGAs already submitted their devolution transition plans (DTPs). Two DTPs from the Department of Health (DOH) and Commission of Population and Development (POPCOM) were already approved. An in-depth evaluation of three DTPs has already been completed. Ongoing evaluation of nine DTPs is being conducted. The DBM is also awaiting the submission of the revised DTPs of four NGAs after initial evaluation.

The salient features of the DBM-CCC Joint Memorandum Circular (JMC) No. 2015-01 on the Climate Change Expenditure Tagging (CCET) were presented as part of the guidelines on the formulation of the ZamPen AIP for FY 2024, emphasizing the need for investment priorities toward combatting climate change concerns. ​​​​​To ensure the compliance of the said JMC and tag proposed programs and projects (PAPs) on climate change, Mr. Jose Marie S. Francisco of the Climate Change Commission presented the CCET typology codes under the climate change twin pillars on adaptation and mitigation.

“At the regional level, RDC IX shall endeavor that all climate change-related strategies and investments of the government in the region must respond to urgent actions needed to curb greenhouse gas emissions and achieve the goals of the Paris Agreement in limiting global warming to 1.5 degrees Celsius,” Dir. Ridao remarked. In compliance with EO 325 series of 1996 mandating the RDCs to review, prioritize, and endorse to the national government the annual and multi-year sectoral investment programs of the region for funding and implementation, all the RLAs and SUCs shall present their FY 2024 AIP during the 3rd quarter sectoral committee meetings in August 2022, for review and endorsement to RDC IX. The Council shall then approve the region’s FY 2024 AIP during its 178th regular meeting tentatively scheduled on September 08, 2022. The RDC IX-endorsed priority PAPs shall be forwarded to the agency central offices for inclusion in their investment priorities and budget proposals. (Arvel John M. Lozada, NEDA IX)
