Hosting the 2nd facilitation meeting of the Adhoc Committee of the Regional Project Monitoring Committee (RPMC) IX on August 30, 2016 provided opportunity for Mayor Albina and Vice-Mayor Gani Esmali to showcase the picturesque splendor of Baliguian in Zamboanga del Norte.   Baliguian celebrates its 35th founding anniversary on September 1, 2016.

RPMC IX, being the monitoring arm of  Regional Development Council (RDC) IX, rubs elbows with stakeholders of development like DPWH, Mindanao Development Authority (MinDA), AFP, PNP, and Provincial Government of Zamboanga del Norte in pushing for the conversion of the Baliguian Coastal Road to a national road.  Parallel to these efforts, the Office of Congressman Isagani S. Amatong also supports the conversion and pursues action through legislative processes.

Baliguian Coastal Road (BCR) is considered a diversion road of the Zamboanga West Coast Road, a Presidential SONA project. Starting from Junction Mamawan to Junction Kauswagan of Baliguian municipality, it has a total estimated road stretch of 28.55 kilometers inclusive of eight bridges, with an estimated budget of 1.374 billion for its opening and concreting.

Baliguian Legislative Council has already passed a Sangguniang Bayan Resolution endorsing the conversion of the said road section to a national highway. In coordination with the DPWH District Engineering Office 2 in Labason, survey and inventory of lot improvements along the proposed coastal road have been conducted while public hearing with affected lot owners will be called afterwards.  A position paper to substantiate the conversion was prepared by RPMC IX Technical Working Group to provide justifications for stronger support.

With the SB Resolution and position paper, RPMC IX will lobby for support from the MinDA during the joint programming session with MinDA-DPWH-NEDA on September 6 in Davao City, as well as, endorsement from RDC IX during its Reorganisation meeting on September 8, 2016 in Pagadian City.
