During its 170th Regular Meeting on 10 September 2020, Regional Development Council (RDC) IX endorsed the FY 2022 Annual Investment Program (AIP) of 32 regional line agencies, 6 state universities and colleges, 2 TESDA-supervised schools, and 1 special development authority.

The AIPs were tackled and endorsed by the respective sectoral committees prior to the RDC IX meeting.

For fiscal year 2022, the total investment requirement is PHP 256.18 Billion. The infrastructure sector requires PHP151.43 Billion, the biggest share at 59.1 percent. The social sector, economic sector, and development administration sector has investment requirement of PHP74.65 Billion, PHP27.43 Billion, and PHP 2.56 Billion, respectively. Also included in the AIP are programs and projects identified in the Regional Recovery Program, Implementation Plan of the Regional Task Force to End Local Communist Armed Conflict, Gender and Development plan of agencies, and transfer plans in compliance with Memorandum Circular 78, series of 2020. The meeting was presided by the RDC IX Chair and Governor of Zamboanga del Sur, Hon. Victor J. Yu, and attended by heads and representatives of 9 local government units, 21 regional line agencies, and 10 private sector representatives (PSR).

In his opening remarks, Gov. Yu thanked the attendance and active participation of the members to the activities of the RDC IX.  He also mentioned Proclamation No. 1164, series of 1998 declaring the fourth week of September of every year as RDC Week. It was intended to recognize the significant role of RDCs in the pursuit of regional growth and development.

The agenda discussed during the meeting were the CY 2019 Regional Development Report presented by Mr. Rodrigo Manuel of NEDA IX; highlights of the 2020 RDC-PSR National Convention presented by Mr. Jose J. Suan, PSR for Labor Sector and the lead convenor of the RDC IX delegates;  and the Enhanced New Generation Currency Notes presented by Mr. Olegario J. Magahin and Ms. Noelle Pamaran of the Bangko Sentral ng Pilipinas-Zamboanga Branch.

A total of 22 Resolutions were passed, among which were: (a) Approving the CY 2019 Zamboanga Peninsula Regional Development Report; (b) Confirming the Co-Chairperson of the Regional Social Development Committee IX; (c) Encouraging the rubber farmers in Zamboanga Peninsula to shift from producing rubber cuplump to rubber latex; (d) Supporting the inclusion of POPCOM IX in the BP2 Program in Zamboanga Peninsula; (e) Requesting the Philippine Reclamation Authority to Fast Track the Review on the Suspension of Reclamation Activities which affected the Port of Dapitan and Other Port Development Projects Nationwide; and (f) Enjoining the LGUs, RLAs, and PSRs to support BIDA Solusyon sa COVID-19.
