LEGAL BASIS

Section 14, Article X of the 1987 Constitution provides that “The President shall create regional development councils and other similar bodies composed of local government officials, regional heads of departments and other government offices and representatives from non-government organizations within the regions for purposes of administrative decentralization to strengthen the autonomy of the units therein and to accelerate the economic and social growth and development of the units in the region”.

As mandated in Executive Order 325, series of 1996, the Regional Development Council shall be the primary institution which shall set the direction of economic and social development of the region and through which regional efforts shall be coordinated. The Council is furthermore designed to be an effective institution in the region responsible for ensuring sustainable, participatory and equitable development.
